Why does verizon sell a blackberry with a camera and without for the same price?

Went on verizon‘s website and they sell the new blackberry with a camera and without. There is absolutely no difference with the phone (in terms of size/weight), and the prices are the same. I compared them and everything is exactly the same including price.
Why wouldn’t people just get the one with the camera? It doesn’t protrude or anything so why would it matter?
Yeah I guess that makes sense

they do that so that silly unobservant people sometimes accidentally buy the one without the camera but they still make the same amount of money
There are many people who work in places that will not allow you to have a camera on your phone.
These are government agencies, military, law offices, R&D companies etc.
RIM started making phones for these types of people exclusively and are only recently branching out into the consumer market that demands cameras as part of the package.
I do not agree with their practice of charging the same for both models, but appreciate the fact that they are catering to users of all levels and needs.
